Plumerias need super well-draining soil (something like cactus mix+native). Little to no water during winter when dormant, water when drying until it runs out the bottom of the pot during growing season.
Fertilize with something like 4-10-7. Want low nitrogen, high phosphorus. The P encourages foilage/blooming.
Best to re-pot in spring right at the end of dormancy/beginning of growing season.
